Adding a SiteMap.html page and a ROBOTS.txt file to a content managed website to help with SEO

For a content managed website hosted on the TOTECS platform, besides adding sitemap page to the public footer, should a ROBOTS.txt file be added to the website to help with SEO? Do you think a ROBOTS.txt file worth doing and what is involved?
