If a deal is redeemed via promotion code and has the offer type "Buy Over X Price Of Basket Total (Ex. Product Redeemed), Get Product For Y Percent Off Price" why aren't existing products in the basket having the deal automatically applied?

A question was asked where if a product deal was set up with the offer type "Buy Over X Price Of Basket Total (Ex. Product Redeemed), Get Product For Y Percent Off Price" that has the Redemption Mode set to "Redeemable With Promotion Code", then if a user adds products to basket, then enters a promotion code within a "Redeemable Deals and Vouchers Form" area, why doesn't the deal automatically apply to all products in the basket if the basket total is over the deal's threshold?

Within a TOTECS project's Administration Centre, in the Product Deals and Vouchers interface, if a deal is set up and has the offer type set to "Buy Over X Price Of Basket Total (Ex. Product Redeemed), Get Product For Y Percent Off Price", it indicates that the deal should apply to all products assigned to the deal, except for the product(s) that were used to redeem the deal.

This offer type means that if a user within a content managed website enters a promotion code within a Redeemable Deals and Vouchers area to unlock the deal, then for all the existing products in the user's basket they are considered as having been used to redeem the deal. as the offer type "Ex. Product Redeemed" SAY. This means that is the products being redeemed with on the deal are excluded from being applied the deal. This offer type then only gets applied when other products are added to basket and when the basket total is over the deal's threshold.

Note that to allow all products in the user's basket have deal to be applied to them as soon as the promotion code has been entered, the deal needs to instead be set to the deal offer type "Buy Over X Price Of Total Basket Products (Before Discounts), Get Product For Y Percent Off Price". This offer type gets applied to all products in the basket once the basket total before discounts is over set threshold.
